After the Great Mereki Fire of the Edo period (1603-1867), reclamation work was undertaken in Tsukiji, which at that time still had Edo Bay entering the area, but the rough seas made the construction difficult. One night during the construction, a shining deity was found drifting on the surface of the sea, and in 1659, a shrine was built at the present location and enshrined. After that, the waves subsided and the construction work proceeded smoothly, so the shrine was honored as Nami-yakuwari Inari and became a place of worship to ward off bad luck and other troubles. Because of its proximity to the Tsukiji Market, there are many mounds and stones to thank and comfort the spirits of the fish, seafood, eggs (omelet), etc. sold there.
